Why you know them

Ilyan Mere is written in the Registry, but almost nobody in Mirecross calls him Ilyan. At Arrival House he is simply Mere: the first public face many Keepers meet and the person most likely to hand a stranger a map before asking them for a name.

At the desk

Mere has worked public intake long enough to recognize the difference between confusion and evasion. He does not hurry new arrivals, does not assume registration is their first priority, and keeps a stack of annotated street maps for people too proud to ask twice. Regulars know he drinks his tea cold because he forgets it whenever a ferry unloads.

Before Arrival House

He spent two decades reconciling family and property records after the North Weir collapse displaced entire neighborhoods. The work left him suspicious of any system that treats a missing record as proof that a person never existed.

What follows him

A small set of apparently valid Keeper files names an Arrival House clerk whom no surviving staff member remembers. Mere keeps copies in a locked document case and has never explained why he checks the signatures himself.
