Circle Hall’s registrar, patient with small groups and deeply unimpressed by grand organizations with nobody willing to sign for them.
Maelin Quill became Charter long before Circle Hall began calling them that officially. The name suits a registrar whose first question about any grand civic project is usually: who is responsible when this goes wrong?
Small groups count
Charter began as a neighborhood petition scribe after the South Lock fire. They joined the Registry because small associations kept disappearing inside forms designed for wealthy old Circles. Their desk is famous for accepting plain language and rejecting vague responsibility.
The rings on the cord
They carry mismatched seal rings on a cord instead of wearing them. Each belonged to a dissolved or reformed association whose records Charter helped preserve. They rarely explain which one is which unless asked.
A seal with no officer
A dormant Circle’s seal has appeared on new freight permits even though its last registered officer vanished years ago. Charter has the old charter open on their desk again.
