A shifting illicit exchange network dealing in restricted goods, forged papers, information, medicine, stolen property, and trafficked creatures.
Belowmarket is not one public bazaar hidden behind a spooky door. It survives through temporary rooms, introductions, private trust, and legitimate places used as meeting points without necessarily involving their owners.
Exchange
Some prices are paid partly in future favors. A forged document may be worth more than the object it conceals. A route may move lifesaving medicine one night and stolen custody the next.
Moral weight
Illicit trade can answer real neglect without becoming harmless. Exploitation and mutual aid can occupy the same network and still remain morally different acts.
